Will 2021 preditor double cab step bars fit a 2018 access cab long bed?

No they will not. The mounting positions are in different places. And the access cabs boards will be shorter.

I assume the DCSB and the ACLB share the same frame as they have the same wheelbase, but I cannot say that authoritatively.

I believe you are correct about the frame but the step tubes attach to the body. The double cabs cab will obviously be longer than an access cab

It's not only the cab it's also short bed vs long bed. I recently tried to sell my take-off OEM 5" oval step bars for a DCLB to someone with a 2020 DBSB and they were too long. Hit the rear wheels.
