    Looks like an old two cyl Wisconsin. Is that a welder generator? Looks like a PTO lever of some sort. These are just guesses.

    Engine is a Wisconsin 2 cylinder.
    It has electric start and a charging system, the ignition is magneto.

    There was originally a metal data plate on the blower housing identifying the model: TE, TF, TH, TJ - if the model has a "D" (THD) that indicates the heavy duty Stellite exhaust valve.

    It by lever you mean the little one on the magneto that is for grounding the ignition to shut it off.

    It is missing the ring/screen on the flywheel. The screen isn't a big deal (as long as one keeps their fingers out) but the ring is important.

    Without it the air can spill back out instead of being forced through the ductwork and over the head where it needs to go.

    There is also another little lever to be seen back by the fuel pump.

    Many of these engines were crank start, if a remote tank was fitted they came with a fuel pump. The lever allows manual operation of the pump to fill up the carburetor.

    The view below is the reverse of yours, looking towards the fan end of the engine. The lever with the orange tape is spring loaded to be down normally.

    Did a little book work, the engine is probably a TH/THD/TJD as it has the newer style 2 box charging system.
    My 1968 manual indicates that the older single box style is obsolete by then.

    The TH and TJ engines are mostly identical except the earlier TH has the pistons moving up/down together and has a big honking counterweight on the crank.

    The later TJ engines have a more conventional pistons opposite layout.

    They are both "square" engines with 3-1/4" bore and stroke, 53.9 cubic inch displacement. Rated 10 - 16.8hp depending on governed rpm.

    Thanks for the knowledge drop. I figured you would have the deets for this unit.

    It is attached to a Hobart welder.

    The screen is present. We do not know why it was removed.

    My brother bought this at a recent auction. He doesn't even weld. I'm guessing he will flip it.

    Another question for the squad.

    Got my replacement head gaskets.

    Was dry fitting them and noticed the bore is quite a bit bigger than the originals. Is this going to be a big issue?

    You will have to zoom into the pics to see the differences. I did not measure, but total diameter looks to be close to a 1/4" bigger.

    From what I've found so far, too big is better than too small.

    I've also found that .030-.060 larger is acceptable. This is way bigger than.060.

    These twins have a plunger style oil pump with a check ball, when they sit the check ball can stick.
    It is a good idea to pull the base pan and make sure the pump is good to go. It is a low pressure system, about 5 psi when warm IIRC.

    This is what the pump looks like, you can see the push rod that works off the camshaft.

    See the looped line with the flare nuts above the governor? That is the oil line for the gov, it goes into a restricted fitting. You can loosen/remove that with the engine idling, there should be a steady stream of oil from the line if the pump is doing the job.

    I just got done emailing the Ebay vendor. I asked for a return shipping label. These are getting rejected.

    I also ordered some OEM gaskets as well.

    Delays after delays with these 2 mowers.

    I'm not moving in price much at all when these get the for sale signs!

    So much truth to everything you just said. First tree guy was a shade tree service that worked with his dad, they were still fully insured but I didn’t have any confidence in. Second company was awesome from the get go, brought their full team out went above and beyond, and even removed the sawdust that they made. It’s crazy seeing companies that want to flourish and others that are perfectly content just getting by in life.
