    It's a support platform for a Car Seat The bask seat is too shallow to support the full base of a common car seat. If you look at the Back of the seat, Right below the window you will see the Anchor point for the car seat to strap it down. It just provide more security for your little loved ones.

    toyota also put holes in it to function as a cupholder for an optional 3'd person (sitting behind the driver) with the two passengers up from sharing the fron cup holders.

    the reason it is on the passenger is so the driver can get to the child/car seat if need be without having to pull over and pull the seat forward.

    I use this as my cup holder because my cup holders on my '98 are severely retardedly designed. Everything (lest a 360 oz humungoloid gulp) spills and falls over in the cup holders up front.

    I can reach the rear cup holder with ease without taking my eyes off the road, so those are the ones I use.

    Also, if you plan on using a child's car seat in the rear, then the cup holder flip out acts as a base extension to support the seat

    the car seat is supposed to go in the front passenger seat, thats why you can turn of the air bag, if you put the kid in the back it doesnt pass the safety ratings. putting a baby on a cupholder seems kinda dumb

    Just FYI

    Bill Flinchbaugh, the nation's first and foremost leading authority on child seat safety/technician/instructors is contracted by the hospital in which our daughter was born to give instruction to new parents regarding their car seat and will literally install it in your vehicle (and show you how to properly do it).

    At the time of our daughter's birth, the Tacoma ext. cab is the only vehicle we had and his first priority was to get our daughter's infant (rear facing) seat in the back. Not in the front. He also explained how Toyota specifically made that cupholder to act as a base extension for child car seats.

    Since our daughter's car seat was too big to properly fit in the back, he then said option #2 is the front seat. (airbag turned off obviously).

    That clearly is not true or Toyota and every other car manufacturer would be begging for law suits. The tray merely supports the base of the seat. It in no way is intended as a mounting point or otherwise. Whether they are safer in the front or back is very debated and no concrete evidence for either has been shown. Due to the incredible amount of variables involved in a collisions it may not ever be proven either way. Regardless, as long as the proper seat is being used and it is installed correctly (turning airbags off if necessary) either placement should be adequate.

    For the OP, as others have already stated, it is for extra support under the car seat and the cup holders were probably an afterthought.

    In my 92 and 97 access cabs I used it to support an ice chest and would wrap the seat belt around it to keep it in place. The ice chest was too wide and would tip off the rear deck w/o that extension. Ice lasted longer in the air-conditioned cab vs. the bed.

    I live in the north.... I never claim to be a ROKIT scientist, but I do know how to spell. I also have read both owners manuals for my old 04 and my 06 Access cab. That's a pretty broad brush you're painting with- I'm sure there's a bunch of southern-negative phrases I can spout off but there's no reason to go there. I'll try not to make too much of an assumption about you based upon your little off-color, unneccessary and completely unrelated rant.

    oh- and like everyone else said- it's a seat extension and they put some holes in it to make it a beverage holder as well.
