So my horn stopped making noise.

I checked the fuse, relay and it is good, the horn itself is good. I used a test light to check them all and voltmeter, the positive in the relay slot in fuse box is good but ground is not.

I then went to the steering wheel and checked the spiral cable by inserting a pin into the green wire with red strip and using the test light nothing worked.

According to all the videos I've watched, if the spiral cable was the issue the horn should sound if I use the pin with a test light that's grounded to the steering wheel.

So has anyone ever experiences such an issue, I don't want to buy a new wiring harness as finding just a specific piece is nearly impossible and toyota will only sell me a full wiring kit for $4000.

What is a way to get around this? Any advice would be appreciated.
    Thanks.

Recheck the grounds and put a "snowflake" washer under the ground. Continuity is king.

Did you jump pins 3 and 5 of the relay to verify the horn is good?

The green wire with the red stripe is the ground wire for the horn. Connect Jumper it to a good ground and the horn should blow.

If the horn blows it is the spiral cable or the actual horn switch.

The same shit everyone else has.
Does the horn work if you turn the steering wheel?

My clock spring went bad and the horn would still work once you turned the wheel past the 3 & 9 o’clock position.

Sounds like the clock spring. Easy job 30 minutes. Most of us here have done it. Part was about $200 from online dealers. Shop around, Price difference is wild. Use your VIN and it should tell which one you need. Video links are on youtube.

DO NOT buy cheap ones off Ebay or Amazon. - This clock spring also controls the airbags. Your life depends on it. Buy the $200 one.
