Trade it in and start over. With the repair estimate being so high it’s still probably the cheapest option.

Debating trying another dealer which I purchased the truck from.

I picked up some of this to possibly seal up the hood cable to the grommet if I don’t. Then bury it in RTV silcone or something

Update- dealer I bought my truck from is going to try to appeal their tas report. They think the zip tie had nothing to do with the issue and where shocked what they tried to do to me.

    Great news!

I surmise the first dealer didn't want to do it as warranty. GM pulled some shit on me long ago on that type of thing.

At the least, how it should have been handled in the first place..

With warranty, mfg defects, you are your best ally when communicating with corporate. Toyota will likely take care of you depending on age and miles, but if you are within warranty or close, I am fairly confident you'll be OK.

I poked a hole in that grommet this weekend for power wires for my 2 way radio... now you got me nervous I am going to have a leak too.

I installed an amateur radio in my truck within two months of purchasing it. Drilled the 3/4 inch hole for NMO mount antenna in the middle of the roof and ran the power wires from the battery right through the grommet with all the other wires. Never had a leak in my truck from either spot. Odds are you will be just fine. Else you could go the clear flex seal route and spray all around that area if you need to do.

Update - Dealer flaked on getting the flag on my truck reviewed as it was 'too big of a deal' for them. Toyota corp tried talking them through the process with no luck.

Ended up finding another dealer who was familiar with the process. The service manager and his top tech looked at my truck and agreed replacing the whole wire harness didn't make sense. They ended up resetting the grommet was it was off center and correctly sealed the hood release cable the first dealer messed up, on goodwill.

If it leaks in the future they will take the next steps, but I'm happy I found a new dealer! Amazing how far a half hour of time can go in customer service.

You're lucky to have so many options for dealers. I'd have to drive an hour+ in different directions to get one other than the one here.
