The entire market is shorted because of a bear market. All big players do this when stocks fall. Once you see overall short % start to decline that's when we've hit bottom and a rebound is coming.

 

No, before the bear market. The early DD shows huge swathes of certain sectors being massively overshorted even prior to covid. GME, AMC, BBBY, SNDL, the weed companies, GTii, BBiG, etc. etc. They were all slated for cellar boxing
