    Probably the sending unit in the tank, unplug the sending unit and make sure the gauge goes to empty. If the gauge goes to empty with the sending unit unplugged your sending unit is bad, if not you will need to check the wiring between the sending unit and the cluster for a short to ground.

    You can also unplug the ID2 connector and verify the gauge goes to empty although you may set EVAP DTC's doing this, you can also check the fuel level sensor resistance there. Pins 2 (Beige) and 5 (Yellow/Black) are the fuel level sensor wires.
