Criminalizing it won't stop it. Criminalizing risky trading would make as much sense, and have the same desired effect or lack there of.

Jay walking is a risk, and crossing in the cross walk should be safer. That doesn't mean you can't easily and safely cross the street ouutside of the cross walk. You are taking the same risk. Getting hit by a car is still going to hurt the same regardless of where you cross street.
