Any soldering done prior to January 2014 has the potential. Also brass fittings contained lead up until recently.

Typically the city uses roll copper from the street to your meter inside the house. This will vary per locality.

The letter didn't mentioned anything about water test from the house. It mentioned, Houses built before 1986 may have lead pipes. Also water department slacking.

Do you the there's copper from the sidewalk shutoff valve to the indoor meter, buried?

Does the copper had the potential of rotting?

I don't know what your town uses, but it's common in my area. Roll copper (or type K) is thick and durable. Last a ridiculously long time.

However, this sounds like the city has the issue and not you since they're marking out all the water lines, and they didn't test your water specifically.

At that point I wouldn't worry about much, even if (which you likely do) you have lead soldered water lines.

My neighbor told me to stick a magnet to the pipe. Doesn't stick.

The only thing that is not copper is the fitting, pipe that connect the incoming copper pipe to the meter. The rest is copper.

Take a sample and send it in to a lab. There's tons of water quality labs across the US. Find one you like and send it in. Then you'll know for sure what's in your drinking water.

I think Home Depot sends water to the lab to be tested. I know Home Depot test for hard water.

K , well I'm as picky a builder as they get and even I wouldn't be worried about s shim being visual there , especially if it was a rip of matching PT material

I don't know but it's designed for paint not solder.

It does say metal on the package though. For $12 it might be worth a shot.

This is the best that I have ATM, I need to stand on a ladder to get high enough to take a good pic from that corner. In this pic, the upper left corner of the structure is there I'm showing the big gap and where I goofed and planed a bit too much off it the deck beam.

Correct, the outer ( end) rim joist has not been installed yet.

I just found this online, Copy and paste

3M LeadCheck Swabs. This product was "EPA-Recognized" in 2010, but for negative results only; the rate of finding false-positives is 98% (Source PDF)). This is an extremely high false-positive rate.Apr 16, 2019

If true, It doesn't sound good.

Just shim the bottom of the joist where it sits on the beam.

Im sorry but, laying on my back under the house unsweating fittings sounds like hell on earth. Id rather pull new pex that's less likely to freeze anyhow.
