    Ground up or ground left minimizes hazard.

    If an immediate turn plug is being used such as an air conditioner, washer or freezer then ground down is appropriate.

    My old place was A, but the new one is B and will continue to be that way. Only problem is all my cords have adjusted to A and it's a challenge to get them to dangle the right way now-adays...
