I agree it seems to be a defective connection to the ECU.

Do you think I oughta just replace it? Is there any programming needed to sync up a new one?

I wouldn't just replace parts without testing first. Maybe @Dm93 will chime in with his always excellent schematics for the ECU Power.

I would locate the ECU under the dash on the passenger side and check that all of the connectors are installed correctly first. Then look for damage.

Has anything been done lately to the truck wiring? Maybe squirrel chewing on the wiring under the hood... This is the worst type of issue to troubleshoot it could be so many things.

I can look a little deeper and post a diagram later, I'm at work currently. Meanwhile get a test light and check for power on the Black/Red wire (Pin1) at the coils, injectors, and also the EFI no 2 fuse (10A) with the key on.

Here's the Engine Wiring Diagram, I just watched the video and I'm with @Jimmyh the flickering light would suggest possibly low voltage or a bad ground to the PCM.
Did you get around to checking power at the coils, injectors, and EFI No 2 fuse?

Thats the constant 12v outer pin i have 12 v there and I and working behind anouther guy that tried to get running and spliced a bunch of stuff and never got to run when i first Approach this truck I could get it to run off of starter fluid meeting. I had a spark then I started looking into the fuel pump and why it wasn’t working took it out. It was a loose connection in the fuel pump and then I can get that to turn on, and somehow I lost my spark. Then I looked into it and mobilizer chase that rabbit down the hall and found out that he doesn’t have one on this truck

Yea most 4cyl trucks dont have an immobilizer.
I think I'd get rid of all the hacked wiring and return things to stock and then if it is still dead we can troubleshoot it.
