You need to spray it down with some pb blaster and beat the hell out of it with a sledge hammer. Those drums need to be replaced any way.

Yeah, soaked it. Every hole...like a bunny ranch veteran. You should have seen the pile of rust under the thing after hours of hammering, spraying etc...The google maps car came buy and thought there was a new hill.
I'm going to pop the OTHER wheel off and spray that one down as a favor to the shop that has to remove it next week. There wasn't even a seam between the hub and the rotor when I started...At least I got that. Even with the pads "Fully retracted" the drum would not budge. I'd love to sit back and watch them get this thing off. I have 100% new hardware for everything...Even some just in case wheel cylinders...I was set to go. But yesterday was 55F and a perfect day to get this done and after 4 hours it had zero progress...I don't have a torch and I wouldn't be shocked if they cut the back pins and use a drum puller (if I'm going to invest in THAT I might as well just throw it towards labor...)
At least I have the support of my family
"Well...it looks like I can't get the drum off...I'm going to have to pay someone to do it..."
    wife - "Oh good..."
kid - "well at least they'll be professionally installed"

    Dafuq? :)

    And so it is done...
I have taken profits on every long position (MOSTLY $VET but a couple of REIT's) and I'm moving 2022/23 $12K to the ROTH and sitting on the rest for a month to see what happens here...
Now at $24 taxable dollars for the year

I was a mechanic for 26 years. I also live in the rust belt like you. I used some different ways to get those off. Like an air hammer with a flat head bit and use that around the center sometimes the vibrations help to loosen it. Sometimes some heat but not too much so you dont mess up the axle or seals. But a big sledge usually works sometimes the drums break into pieces because they are cast iron.

Yea I figure their end result will be a broken drum since I have the hardware...OR just rip the thing off after cutting the retention spring pins.

Yes those parking brake cables rust up solid or snap especially if you never use it.

If the drum is moving and just stuck on the shoes you have to loosen up the star wheel and stick a pry bar or 2 between the drum and backing plate and wiggle it off.

SOLID stuck. Like it's welded...It has no play when I turn it back and forth. I marked the hub and the same spot is in the same spot. Not a mm of movement.
Brakes still "work" it's just that I have to replace the parking brake cable. I have Inspection in FEB. If I have the drums done now I can easily install the brake cable.

what happens is when I engage the brake sometimes it won't release. The aluminum (should be stainless) anchor points on the backing plate have cracked/move freely so when you engage the brake (manual transmission) it sticks.
As long as I can back out I can slam the brake and it loosens...but if I have to pull straight out after engaging the parking brake the wheel will lock.

Definitely loosened the shoes. I worked the star wheel for 10 minutes. It was so loose that when I put the wheel back on to drive away I had massive pedal travel...So I put it in reverse and braked to adjust and that fixed it. I was "prying" at the edges after the bolts through the drum method was failing...and it seemed like I was about to snap the backing plate...and if I did THAT I was fucked...It needs heat, air hammer and maybe a drum puller...Exceeds my 20 degree december driveway capabilities. I wish the fucker would just pop off...would have made my day. But then I have to also do the OTHER side.....

Yes you definitely need a parking brake with manual. I had a auto so never used it and then would never dare to because I new it would be stuck.
