    Aftermarket headlights?
Are there any wiring modifications to the headlight?

So you have a voltage meter?
If so, do you know the basics of how to use it?

The dimmer relay feeds power to the fuses.
On Low, the Hi fuses should not have power.
On Hi, the low fuses should not have power.

Correct I agree with you and that's the way it is right now But you meter the wires in the plug and I got voltage on both sides I don't see nothing wrong with the wiring up to the fusers could it be the plug itself

I was reading that the DRL lights if they're disconnected would have problems with the headlights is that correct

    It could be, yes.
You should not show any continuity if you probe the power pins at the connectors.
    Pins #2 and #1.

But it sounds like the wires are reversed somewhere?

    1. low
    2. high
    3. Ground
