    highly doubtful it can be repaired, but you could call the manufacturer(they look aftermarket) and see if they sell part/instructions or if you can send in for repairs.

    no, you need to replace the entire tail light.

    vehicle lighting assemblies are certified for use as a complete assembly to comply with DOT specifications. so they're glued together to minimize issues due to that certification process. an easily replaceable lens could introduce lighting reflections which could cause issues with light output.

    reminds me of a bb gun. has enough omph to break the outer lens, but not enough to do any damage within the housing.

    Yeah I'd def go this route. Small piece of plastic + Epoxy or MMA adhesive.

    Also could even try JB PlasticWeld, which contains both the resin and hardener in one stick. You can safely shape it with your hands before it dries. It dries an off-white color, and it can be sanded, painted, and cut after it hardens. I haven't used it before though.
