That seems... like an adjustment factor was applied too high... (14.7+10)/14.7 = 1.68 * 190hp = 319HP (assumes air mass scales uniformly with pressure, should decrease due to more resistance to flow with more mass via obstructions)
16PSI should get you right to 400, and that's close to what I've seen reported as well. Ofc if the Haltech is significantly improving timing, that could have something to do with the additional power.

It's been a long time since I worked on this, but it's been proven reliable for power figures vs boost based on several builds I've found online and some IRL

Interviewed for a higher grade position today. Awkward phone panel thing mediated by HR. I answered all their questions. Tend to trail off on these style interviews because I forget that the HR person literally won’t give you feedback.

Only thing worse is a timed video recording style where you submit a recording to each question and only get to talk to the screen.

Federal system is like that. Interview process/style varies a lot. In this case the role isn’t supervisory nor would I be making many important decisions. So they shorten the hiring process and the interviews suck.

I knew a guy on the panel but I feel like it would be unprofessional to shoot him a text.
