LOL I've had to do that with out-of-state craft beer from Ohio before. I had to have it shipped to a friend in NV, then go for a drive to pick it up!

 

I'd like to visit CA and do some sightseeing and riding out there but have zero desire to live there.

 

Filtering isn't just about traffic, it's also about safety and not getting rear ended. I saw two rear end accidents (car on car) this week and I've been rear ended twice in cars, so I don't want to experience that on a motorcycle.

 

Fully aware, but if there is no traffic, what are you filtering through?

 

Can an out of state person go in with modified exhaust and tinted windows, and be ok?

Just asking because my brother moved to San Jose and wants me to visit. Obviously im not going to drive/ride but if I did..?

 

By "no traffic" I assumed you meant "not gridlocked".

If there are two cars side by side on the road, I will still stop between them vs behind either of them, even if it doesn't really save me any time.

 

You'd be fine. You're vehicle is regulated by where it is registered.

 

If plate is out of state and you get pulled over and your DL is also out of state I don't think you'd have an issue? I'm not sure though.

 

More that there aren't a lot of places to filter even when there is traffic. Lots of two lanes.

I'm not 100% on that. I've looked over the years, but have never found a clear answer. Even speaking with LEOs, you'll get different answers. On one hand, they can't expect you to go completely compliant to just visit/drive through the state. On the other, you're expected to know and follow the laws of each state when traveling in/through.

Take for example helmet laws. When riding from NV (no helmet required) to CA (helmet at all times), you are required and will be sited for not wearing a DOT approved helmet.

TL/DR: I have no friggin' clue!

 

I've seen a couple of motorcyclists around my area of south San Jose without helmets on... I don't think cops care that much for whatever reason.

Again, each LEO will give a different answer. Unless they're motor officers, most in SoCal have disdain for two-wheel motorists... Especially us of the super sport persuasion.

I tried the no helmet thing. Im in VA, and PA is no helmet. (Tried in FL when I rented a bike). Couldn't get over 20mph, so I threw it back on. I don't think we have as strict laws as needs to be DOT, but we need a helmet

 

Yup, Auto Club Speedway trackday on my race bike that has since been totaled as a result of a crash while racing at Willow Springs.
