    The charging spots are kind of nuisance at busy convenience stores when no one is charging their EV. I say let people park there, until someone needs to charge. Waiting is part of the EV experience.

    I have seen EV waiting for other EV to finish charging. Every charger has a Tesla in the stall, they seem to be more busy mid week.

    I don't think they are people traveling either. I have no idea one way or the other. If they are not traveling.

    1. Do they have an EV and no place to charge at home?

    2. Where do they go and what do they while charging?

    3. Does Tesle just park vehicles there to keep them charged?

    Maybe they are in the store shopping, but I think most people are in and out in less than three minutes. That isn't worth the effort to plug in.

    Oddly the store near me never seems to have someone charging, could just be dumb luck..I don't usually go to the supermarket but have been in the past several months more regularly.

    Could be some without home charging is my guess

    There are other businesse and eateries around they could patronizing those places, but they would be leaving their EV at one property and walking to another. Of course they are paying to charge their vehicle, and I doubt the owner of the charger would object to that.

    At a different location with chargers I've seen people pull up in other EVs and tend to the EV being charged. That seemed odd, but if the vehicles takes time to charge, that seems like a normal occurrence. The whole leaving my vehicle unattended somewhere to charge seems weird to me.

    Malls need something to attract people other than the food court. The remaining malls here are a modern waste land. Not someplace I want to hang out, even if I had to charge an EV. I don't want to invest in personal EV charging, but I don't want to drive an EV either.

    Very possible, the one I have been going to is a standalone supermarket. Could just be someone going for a walk too, who knows. And yes ultimately it's still business.

    Times are a changing. State law now mandates Level 2 chargers for all new apartment houses. Existing apartment owners will eventually catch up with Level 2 Chargers also. EVs are sold with almost useless Level 1 chargers, so today’s renters have fewer choices where to live and charge conveniently. As time goes by, gas powered cars will have fewer refueling options, with Level 3 EV chargers everywhere.
