    It was not both my cam sensors it was the LH cam sensor and the Oil Control Valve that's right behind the LH cam sensor. I think some people call it the VVT solenoid ( Circled in blue)

    With E4 unplugged and IF1 plugged in 2.13 ohms on pin #23 the 20k setting

    With E4 unplugged and IF1 unplugged I get OL on pin #23

    It is looking like the issue is after the IF1 connection.
    But do as DM93 said, see if the 5v is back with either plug disconnected.

    With IF1 plugged in .02v on the 20 setting on my meter

    With IF1 unplugged I get nothing on the 20 setting on my meter

    With IF1 unplugged but E4 is plugged in .19 v on the 20 setting on my meter

    With IF1 plugged but E4 is plugged in .06v on the 20 setting on my meter

    The only other 5v sensor in circuit with IF1 unplugged is the APP sensor you can unplug that yet and recheck E4 Pin 23 (blue) at the PCM.

    Is this the APP sensor? Also, should my cam sensor still be unplugged? I plugged it back in after you had me check the 5v wire.

    That is the APP sensor. :thumbsup:
    Accelerator Pedal Position Sensor.

    No the APP sensor is the one on the acelerator pedal.

    With IF1 unplugged all the 5v sensors except the APP sensor should be isolated from the PCM so it shouldn't matter.

    And I was literally just down there looking at my pedal the other day.
    (Where Toyota cut it off).

    Yep the APP sensor is on the acelerator pedal as it is on most drive by wire systems.
    Only the 03 and 04 with the early hybrid drive by wire system had it on the throttle body.

    The hardest part of all this is unplugging the APP sensor!! It doesn't want to come off!!
