Yes, tonneau brackets that allow for installation with or without tonneau in place.

 

Where does it mount? My cover unfortunately occupies the existing bed rails so if your bed rack's tonneau requires mounting via the bed rails, it won't work for me

It attaches via the bed rails but it’s designed to be offset from the tonneau rail brackets.
