    Painted steelies black
    Moisture and bad seal around the headlight and/or bulb sockets.

    If it's easy to take apart, you can remove the seal and apply your own clear silicone. Or leave your lights on a while, the heat will evaporate it.

    Jokes aside, a cracked light housing or a bad bulb flange seal can let moisture in and cause the housing to fog up as it evaporates or condenses.

    On my Grand Prix several years ago the halogen bulb overheated the moisture that leaked through the seal and popped the front cover ... new headlight assembly.

    May not be the case here ... just reporting.
