2022 Tacoma with 10k miles, automatic, i live in a hilly area and when going downhill if I take my foot off the gas the truck will sound likes its revving for about 2-3 seconds VERY loudly but no RPM increases on the dash but it sure sounds like it. Does it almost everytime i go down a hill and take my foot off the gas almost like it is stuck in a different gear before downshifting and the sound goes away.

Pretty sure it has something to do with the torque converter locking up. Mine does the same thing. I think (hope) it's normal. Someone with transmission knowledge can explain better

There is a stretch of road going to my house that is the perfect angle that does it in all of my cars (except the manual of course). The car feels like it downshifts and the engine revs up.

MY 2020 sr5 v6 will downshift to 4th gear if a tap the brake pedal going down a hill which will cause a rise in rpm until give some gas again....then it will upshift. Otherwise all is normal as any automatic I driven in the past.

If going down a steeper grade in 6th gear, then needing to use the brakes to slow down...yes, every time that happens the tranny will automatically downshift to 4th for added engine braking.

If the engine is downshifting to 4th for engine braking, wouldn't he see an increase in RPM on the tach right when it drops gears? OP stated he saw no RPM change. Other than that I agree, sounds normal. My truck does this when I take my foot off the gas to slow in advance of a red light even on a level road.

Yes no RPM change at all what so ever. But VERY loud "revving" is probably the best way to put it.

Gotta take it with a grain of salt, if it sounds like it's revving then it likely is an OP just isnt catching it.

Given that he doesnt know what a simple engine braking mechanic is, I wouldnt put it past that he isnt seeing an rpm change.

Engine braking, stops frying your brake pads on long downhills. If you ever drove a standard transmission they hopefully taught you how to do this.
