Is it safe to assume these parts provide no structural integrity, in other words is it ok to leave them off if I’m not running a skid plate?

Are you replacing the braces with another structure? Why are you removing the braces?

They get removed for installation of aftermarket skid plates, however a skid plate will certainly not provide frame support, therefore are they necessary?

Why would you take them off in the first place if you don't have a skid plate?

I feel like we are being trolled. Vehicle mfg are in the business of making money. It's rare that they would put a hidden part on a vehicle that they don't believe is necessary.

Those, I'll call them supports, look pretty structural to me. Without them the front end would fold like an accordion in a low speed impact... The hooks for the skid appears to be an add on, like a washer. You might get better mileage w/o them.

they're toyota's 'value-added' front bumper option. totally optional, just like the air bags and seat belts.

You remove them for the TRD plate (giant skid plate), something needs to be there.

Take a couple lugs off while you’re at it, why 6 per wheel when 1 will hold it.
