Tailgate Repaint impacting Badge Removal?

I've suspected for a while that my tailgate is a repaint or new skin. The paint job on it sucks and the hardware on the interior side isn't screwed in very flush or straight.

Anyways. Was thinking about doing a little de-badge and pulled off the SR5 and there is blue in the adhesive, some of the clear pulled with the tape, and there seems to be clear coat ridging around the perimeter, not just adhesive...

Is this common? Or did someone set badges in less than cured clear to hurry a job along? Or did I just pull them off too aggressively...

Actually the area with the letters were below the area around it. As in the letters seem like they were wet set. The ridge around it is there even when razored flat because the inside is lower. Weird!!
