    You’ll need a universal drill bit, aka a jigsaw or cutting wheel on an angle grinder. Were you thinking putting in flush mount lights? Because then you’ld just need to cut holes big enough to accept the back end of the light, and a couple of little holes for the screws to hold the light in (which you could tap).
