Guessing I know the answer, but being newer to Windows machines...if you were to buy a new/used system, do you go clean install from an iso or use the Windows "reset" option?

Had our sprinklers turned off for 2 weeks after that tropical storm dumped 5" on our yard, turned then back on last night. Wish I knew this was happening, came outta nowhere
