Truck project passed inspection today, crawled under and looked up and found this (never ending project it seems):

I believe it's the lower steering column dust seal, who knows how long it's been like that, it's possible that I did it when I replaced the body mount bushings, but based on the dirt, I think likely been like that for awhile.

Anyway, anyone know how to replace this seal? I looked for write ups but no luck.

    The bushing/seal is : 4529235090

If you look, the cover for it bolts on. There are 5 bolts (https://www.toyotapartsdeal.com/oem/toyota~bolt-w-washer~91651-60616.html).

You might still be able to order the cover assembly which I believe comes with the bushing. Check with your parts dept on it though.

Personally, if the bolts are able to be removed without issue (no rust), I'd just replace the seal/bushing.

Just the bushing/seal is the way to go. Relatively cheap, but the cover with seal is ridiculously expensive.

Yeah, agreed, I think the biggest struggle will be disconnecting the steering shaft from the rack.
