Cabin filter is newish and not blocked. Intakes in front of windshield are not blocked. The fan is spinning and sounds normal at all speeds but even on high there's barely any air coming out at any setting. It's extremely unlikely there's a mouse nest somewhere. Just drove it a few hundred miles last weekend and no issues.

    What am I missing?

Blowing out the floor vents perhaps, or at least out of some vent you’re not expecting it to?

I’ve had these fans go out on me on my 4runner before where they just don’t blow as hard. It’s a ridiculously easy job to swap one out if you determine nothing else is wrong.

Yeah I guess if it comes to that, it's right under the cabin filter? But with the filter out you can see it spinning pretty fast so?

Mine would still spin, but it wouldn’t blow as hard it’s just an electric motor, and it will eventually fail.

Does anything change if you switch from recirc to fresh or vice versa?

Well weird I just went out to check that and now it seems normal. The only thing I did before that was check the cabin filter and clear a couple of small twigs off the intake. I must be losing it after all this rain in the PNW.

There was a recall on the blower fan on some 2016 and 2017. My fan is fine. Check out post #13 to see the recall.

The squirrel cage goes bad on those fans, you should do the TSB because the fan mount to the motor shaft is what breaks. So yours might be slipping on the motor shaft because it can’t turn as fast under load at higher RPMs.

Yeah my blower fan went out. I replaced it. Then I had to have Toyota replace it under recall in order to renew my California registration. True story, you can't register a vehicle in California unless Toyota replaces the blower motor under recall. It's any recall but come on man. A blower motor? I couldn't believe it. I just replaced the thing and Toyota took that fan out and put the same thing back in. Stupid. I live in a state ran by idiots.

Ugh, if they don’t register mine because of the rear overhead brake light it’ll cost a lot- my shell isn’t exactly light and I’ll have to pay for someone to remove it, store it and then put it back after the service.

That’s been my complaint on my 19’ since day 1.
Removal of the cabin filter makes no difference. I checked other similar vehicles, they just seem weak when compared to my car.

Start with the basics, just because the filter is “newish” go check it first.

I had this same exact issue with my truck at the beginning of the Summer, the volume of air coming out of the vents was greatly reduced. Changed the cabin air filter, inspected the fan and system finding no faults. After a couple weeks was getting ready to take it to the Dealer but then was on the highway driving around 75 MPH and all of a sudden it was blowing air normally and has been fine ever since.
