no openings in Michigan where they do the testing... but maybe they aren't backfilling. <eyeroll>

I'm not sure what you're implying, that 24 Tacomas aren't being sold because they're waiting for the EPA to approve their mileage estimates?

I read about 2/3 of the article and I don't see any problem with the way EPA is handling this very important function. In fact, I'm impressed they're doing it so efficiently. Many government regulations are implemented by requiring the private sector to do some type of testing or certification based on government guidelines and this one seems no different. If you're bothered by this, I can't imagine what you'd be thinking if you took a hard look at the IRS.

As to the point in the article that the mileage estimates aren't very realistic under actual driving conditions, as long as they're done consistently by the vehicle manufacturer, they're still valuable as a point of comparison between models. I've actually found the estimates to be achievable, at least the highway number.

That is correct. They can't be released to dealers to sell until the EPA gives mileage figures!

From the article, it sounds like the manufacturer does the testing and submits it to EPA for approval. So if the approval is late, it could be because EPA has held it up for some reason or because Toyota submitted it late. Doesn't seem like there's any way to know. I wouldn't jump to the conclusion that this is EPA's fault.
