My opinion is that it's pointless.
If employers want to change work times as the seasons change, let them.

One Summer during my college years, I worked for a roofing contractor.
Let me tell you, you don't want to be up on a roof on a hot July afternoon.
Our start time was 4:30 am, doing all the various stuff you gotta do to prepare like humping shingles around, setting ladders, etc.
By first light and we could see well enough, we were hard at it.
