OE = Original Equipment it came from the dealer or an OE supplier. OEM = Original Equipment Manufacturer parts you get from Rock Auto, Autozone, etc. Drives me nuts when folks use the acronym incorrectly. That’s my rant for the day.

So for example. OE spark plugs made for Toyota by NGK would be considered OE ( bought from a dealer) Spark plugs made by the same manufacturer bought at Autozone would be OEM and they are not the same spark plug or I should say they’re not made to the same quality specs.

to answer your question, no, it's not.

firstly, it's a dorman part, which is specifically an aftermarket parts producer. same as keystone.
second, dorman themselves don't ever claim it's any-brands oe part. they specify right on the product page it's made to oe standards.
and third, even oreilly's doesn't claim it to be an oe part

    https://www.dormanproducts.com/p-22725-800-153.aspx

    my turn.

what makes this a non-oem/oe part? you specified that oe parts can only be aquired at a dealers parts desk or oe supplier. this site, and the seller are neither.

The dealer doesn't manufacture shit, and isn't Toyota.

Toyota doesn't manufacture spark plugs, that would be silly.

If you buy the proper Denso or NGK spark plugs at the dealership, yes, those are OEM parts.

If you buy those same spark plugs at AutoZone, those are still OEM parts.

If you buy Duralast or Champion spark plugs at AutoZone, those are not OEM parts. They are aftermarket parts, possibly marketed as "OEM replacement". This last part may be where you're getting confused.

"OE" Original Equipment: Parts (spark plugs/filters etc): What was originally installed when the engine/truck was manufactured and sent out the door.

    https://parts.elmhursttoyota.com/oe...lug-oem-spark-plug-denso-k20hr-u11-9091901235

"OEM" Original Equipment Manufacturer: Who made the part that Toyota uses:

    https://shop.advanceautoparts.com/p...id=a5591a2faae6123b135e7ff4f348e918&gclsrc=ds

For this example, whether they are purchased at a Dealer, WalMart or Autozone: They are the same part. Only the packaging and part number will be different: Toyota Dealer: "Toyota" box. Part #: 90919-01235

Parts Store: "Denso" Box. (AutoZone/NAPA/O'Rilleys) Denso part#: K20HR-U11
(Plugs purchased at dealer have both part numbers on the box.)

    Likewise for Cabin Air Filters:
OE: Genuine Toyota Cabin Air Filter Part#: 8850801010
OEM: Cabin Air Filter: MANN Part#: FP-1919 The OE cabin filter has "Mann" stamped right on it.

I believe either Denso or Mann is also the OE supplier for Tacoma engine air filters as well. Denso is the OE and OEM for Toyota oil filters.

OE (or OES) means the original equipment part that gets installed at the factory.

OEM just means they make (and supply) parts for vehicle manufacturers sometimes. Doesn't even have to be Toyota. If they sometimes make parts that are supplied to Nissan or Ford then they can call themselves an OEM..

It typically means their stuff is built to a higher standard, because vehicle manufacturers let them produce parts for their assembly lines
