    Don't know if it helps anyone but the problem has been discovered with this shutter issue. The connector for the shutter is at the top of the grill and water is getting into the connector causing corrosion....CEL.
    If you disconnect it then it most likely will be obvious

    It’s like window blinds or shutters in front of the radiator to help with aerodynamics and warming up the engine

    I hope you can still drive normally while the grille shutter is broken? I guess if it gets stuck closed the truck could potentially overheat.

    Id be taking plug off and giving it 12v power till i got it right and it opened and then leaving the plug off. I’d assume you could drive with it disconnected?

    I had no idea that Toyota did this on 4x4s now, seems silly for a quarter of an mpg. I have an old Toyota skirt that you pull across a cable to block the radiator to keep a diesel engine hotter in cold climates, never got it installed, cardboard wedged in does the trick just fine. When the heater goes cold it’s time for the cardboard. Guess I got better gas mileage when the cardboard was in.

    Welcome to EPA world, enjoy your stay. The last 15 years has been nothing but silly new complexities and points failure to squeeze out microscopic amounts of mpg. Auto stop start, cylinder deactivation, turbos, active grill shutters, 10 speed "learning" transmissions. And it's all happening at the same time that the fed is hyperinflating the dollar, causing auto manufacturers to outsource even cheaper parts from totally unknown Chinese suppliers to maintain their margins. Worse cars, higher prices, and an insane government agency that wants to ruin gas engines instead of make battery technology better. And in 30 years all of that pain and suffering to squeeze that new "efficiency" out will be completely offset anyway by world population and middle class increases.

    I think you make some valid points but it all seems a bit over the top. It all adds up in the long run across such a large amount of users. Your final sentence also makes no sense, the improved efficiency will not be "offset" from an increase in population. The improvements create less pollution and save resources now, the future growth will do the same (and better) resulting in comparatively less emissions and better fuel eco compared to no improvements. The EPA is not the bad guy, if you don't think Gov regulation is needed I don't think you know how little corporations care about your health.

    Since model year 2004, CO2 emissions have decreased 27%, or 123 g/mi, and fuel economy has increased 35% or 6.7 mpg.

    The point is that their "gains" are largely self-defeating compromises rather than actual engineering advances. The EPA ignores all the extra carbon burned to repair and replace their bs. Have they calculated the carbon footprint of replacing cars 3x as often because they're all catostrophically failing after warranty now? Driving to work every day only to spend that money on repairing the car that you need to go to work every day? Mining, transporting, assembling all those new materials and the laborers of those processes driving to work to do it? If the government actually cared about the environment, they would focus on ICE longevity standards and new battery tech.
