Greetings, would anyone happen to know for certain what this dried red compound I've encountered on the thread and heads of bolts such as the Bumper to Frame and ORD Tow Hook to Radiator Support is?
At glance it looks like dried up red threadlock that was excessively runny, however it did not require heat or excessive torque in order to remove the bolts.

I do notice that the bolts appear to have a thread cutting type head so is it perhaps a type of cutting fluid/compound?

Not rust, It's very definitely some sort of dried red compound.

I've seen it on pretty much all of the chassis bolts that I've had to interact with so far.

I'm wondering because If it is indeed thread lock, I'd want to replace it with blue at a minimum when I reinsert the bolts, although I definitely don't want to do that if it's not.

Loc Tite. But if you want to get technical. It's called micro incapsulated thread lock

That was my initial assumption but I was pretty easily able to break them free with a 3/8 bar and minimal torque.

I’ve always assumed it was a type of loctite. Has the same consistency and appearance of a dried thread locker.

marking paint as the truck goes down the assembly line for quality control. Shows the bolt has been torque inspected. Also could be loc tite but its on the head of the bolts too.

Just fyi, the first threads on the bolt aren’t to cut threads, they are to allow faster and easier assembly, basically a thread starter, so they can be assembled with a power tool directly

Red Thread-Lock is soooo over-rated when it comes to strength of bond. I am able to undo threads by hand. Check out YouTube and you will see videos on this.

Regular Loctite we use is a liquid we apply on installation. In a mass production environment that isn't efficient. There's usually a patch of dry threadlocker (from a multitude of chemical companies 3M, Dow, Henkel Loctite, etc.) pre-applied to the bolts from the bolt supplier. Color doesn't have to follow Loctite brand's convention. The bolts didn't rattle loose on the truck from the factory, so the threadlocker did it's job.

The red stuff we use at work, you usually end up having to use a torch or a serious impact to get it to come loose.
