The worst state for classic vehicles is California. Anything newer than 1975 and gasoline-powered must pass a smog test, and you can't just opt to put antique tags on it. My uncle has a 1977 Volkswagen Westfalia that was originally fuel injected. Fuel injected VW motors of that era are very temperamental, so the previous owned swapped it for a carbureted 1974 motor with no cats. Smog stations in California go by the VIN, and nobody will touch my uncle's Westy because the VIN says it was fuel injected. My uncle cheats the system and registers it in Texas at his brother's house.

New Jersey actually did it right. All vehicles older than 1996 are exempt from emissions, but there is a handy loophole for owners of certain 1995 Toyota vehicles, as a few 1995 models are OBD2. Pennsylvania allows you to register anything 25 years or older as an antique vehicle, but the one drawback is that there are driving/mileage restrictions. PA classic plates require you to get a safety inspection, but no emissions test, and the minimum is 15 years old instead of 25. My truck will officially qualify for a classic in January of text year. Unfortunately, Pennsylvania knows that people will try to get out of emissions testing by driving a vehicle older than 15 years, so the rule is that you must have one other vehicle titled in your name that has regular plates; I was actually planning on registering my Taco as a classic vehicle to get out of emissions testing!

The very first mass produced Electronic Fuel Injected vehicle sold in the USA was the Type 3 VW. I had one in a 1970 Squareback, it was hard to start in really cold weather but it actually was quite peppy for what it was.

System too lean bank 2. Not sure what it is. Mileage seems to be normal , maybe missing some power ? If It was say $100 or 2 to fix I would fix it.

That is a good deal. Even with the CEL on.
System too lean isn't usually a big expense to fix, if you can do the work yourself.
AWD makes it a great deal.

Toyota + AWD= more money down here.

While it is true Toyotas last a long time.
It's like they never die here. People will buy a Tacoma with 200k+ for full book price.
    It's crazy......

Somedays I'd like to sell my Tacoma and buy a full-size.
But my budget would be in the Ford/Chevy/Dodge range. I'll have to pass on a used one of those.......

If my girlfriend can come up with the two grand before you sell it or trade it, she told me she'd be willing to take a trip to Pittsburgh to buy it. Does the A/C work?
