Well guys, been fighting for a few hours with a 9.9 hp. Kicker motor. And it's time to take a break from it.

It'll sit and idle all day, but won't throttle up. Spark, compression, leak down all in spec. Been through the carb twice, spark plugs, coil, verified timing, running on Shop fuel, even pulled the lower unit and verified the exhaust passage is clear. Got me stumped

I'd put a new fuel line/ primer bulb on it.

Wood splitter already had the brackets, it’ll help keep the mud off the engine side.

Little close with the wing, not too close though.

Can you get the tire off with the fender sitting that low, or so you just pull the fender beforehand?

@hiPSI thanks for the idea. Now it won’t fall off and I know where it is supposed to be.

Probably not since I bent the edge, it’s fairly easy to take fender off though

What brand, 2 or 4 stroke?

Didn't some of the newer 4 strokes limit rpms if proper water depth wasn't verified?

Just to verify, the gas is not mixed with water? I have seen outboards run on a heavy mix of water, but they won't throttle up.
