Next time take a right on Fairview at the top of Frick Hill going into town.
Then left on Third Street and breeze through town, missing all those stoplights.

Or take the new(ish) Washington Township Boulevard on the north side of town.
It was built specifically with that problem in mind, caused by all the through traffic on Rte 16.

It's pretty bad when I prefer driving through Chambersburg or even Hagerstown

 

And both of them are much bigger towns
But both also have east and west one way streets, which helps a lot.

 

find me a case where someone was ticketed for stopping first and proceeding through the light when there was no traffic.

 

You need to have a clear intersection first. Drink your coffee.
