You can usually drive those Kei trucks in those states as well, so that Suzuki may be possible too, if you were willing to pay to import it.

But those are not considered highway vehicles. And it's more like it's not illegal to drive them on the roads in rural areas, people aren't licensing them as cars. NC is one of those states, but it's county-dependent, and usually outside of city limits for larger municipalities.
