Make sure your AM2 fuse (30A) is good, if it is then you need to go to your ignition switch and check for power in on Pin 7 (White/Red) and power out on Pin 6 (Black/Red) with it in the Run position.

PCM does not control power to the coils, if you look at the diagram power comes from the ignition switch via the AM2 fuse.

Where did you check the White/Red wire at when you got 11.92v?

If you can access one of the injectors see if you have power there on the Back/Red wire, that will narrow down where the wire is broken.

For OP sake, I hope it's not the I9 splice. ( I don't have splice location data)
We shale see when he gets back to us with an answer to your question.

I'd shoot for the IK2 connector. Check pin 8 for power. (Black/Red wire)
If you have power at IK2, then we need to inspect the splice point.
If no power to IK2, go to IF1 connector and check for power at pin 17

We have to have power at IK2 Pin 8 or we wouldn't have power to the injectors.

The problem has to be between Splice I9 and the coils, gona have to follow the harness and look for green crusties or chewed wires.

OP you checked all the coils for power correct?

Well, I hate it for OP.
Fooling with splice points can be a hassel.
And that tape Toyota uses is nothing but a mess.

I'd suspect rodents or corrosion before a bad splice, the glue they typically use in those splices is no joke.

No, it 100% has to be a broken wire if you have power at the Black/Red wire at the injectors but not on the Black/Red wire at the coils.
