    I would say that it depends on the inspector. One that follows every rule (written or made up) then no. If you get one that has a little common sense then yes.

    Not sure about your state, but in VA as long as the exhaust exits past the cab, it will pass inspection. No muffler required for inspection, but you will get a ticket for violation of road code for it.

    The rule is for safety, not emissions, so exhaust gases don't enter the cab. As long as the exhaust exits to the side or rear of the cab, it's OK. That's why Toyota is able to do it in the Trailhunter and meet all the regulations.

    Doing the same modification on a 4Runner wouldn't pass inspection in some states.

    It's a money grab by some states to reduce traffic fatalities by 0.2% or so.

    Not in VA. The fee is $20, the state police get $1, and the low paid inspectors make $15/hr. Most shops pay the inspector .5 hr for the inspection. So the shop keeps $4. And 95% of the time, cars pass. It's not very often cars fail for major issues. Usually a blown bulb or torn wiper blades. And half the time the customer does those on their own. And now the inspector has to look the car over again for free to make sure they corrected the issue, in order to issue a sticker.

    ^Yeah usually the inspection fee itself is low and regulated, but the repair bill can be high depending on state.

    The way you describe the VA inspection, sounds like a waste of time for both the shop and vehicle owner.

    It feels like a waste until you get the car that cords hanging out of the tire, or metal on metal brakes.
    You would really be surprised at how oblivious people are at the condition of tires.
