I have done the spiderweb of ratchet straps to hold totes etc down before....it was a PITA.

Does anyone have a recommendation for a good net or other solution to keeping gear from flying around while cruising down forest and BLM roads? Most people drive to a state park on a highway and call that good, but I'm also looking to hold gear down while offroad.

    What's the solution?

I use mostly totes now, which has helped to organize the adventuring in many helpful ways; load out and strapping four totes or so in easy.
Snug duffle bags and whatnot around the solid totes and on we go. Couple times I bungie-corded a tarp over the stack structure of totes tightly and kept the non-toted goods mostly dry through some heavy rains.
Do have a cap that I use occasionally for hunting and camping, and I am more laisse faire about packing when it is on.

Straps or some sort of bolt down gear tote system. Tonneau cover?

    So ratchet straps.

i don't think it's very nice to make roads out of Black Lives Matter supporters.

How does that net hold items that are below the bed rails?

Ratchet straps or bungees are really the best bet, load it so anything blow-able is on the bottom. I have a bungee net you can have, I hate that f'n thing, total rats nest the few times I tried to use it. One less item I'll never use on the shelf LOL

Depending on how much gear you have you could always make a bed drawer platform.
I made mine to fit tight side to side and front to back so it's held in place by gravity only. I've bounced around tons of minimum maintenance roads and off roading too, everything stays in place. I also mounted L tracks on top of it and use cam straps to hold bigger items in place on top of it.
When I'm not out adventuring I store the whole thing in my garage

I have tie downs on the bed floor so it does a pretty good job.
