Which tires will fit 16x7 +25mm offset rim (OEM TRD Offroad) or maybe there is some kind of tire\rim guide?

The same tires that fit any other 16x7 rim. Most of them.

Probably easier to ask if a specific size will fit. To which the answer is still likely yes.

285/75/16 - taco is lifted for 2" so it will fit inside the well

You may need a spacer to avoid rubbing against the UCA. Some tire shops will also tell you that a 285 is too wide for a 7" rim, but I ran that size on the 16x7 TRD Pro rim for 3 years without issue. You will absolutely rub against other things too (mud flap, cab mount, inner fender liners, etc) but that just comes with the territory on a Tacoma

Lift doesn't matter for tire size on a rim. You'll need more to fit 285s than just lift. You'll need a specific offset, which isn't the stock one and likely a cab mount chop.

However, will those tires fit on the rim? Yes. Will a shop do it? Maybe/probably. That size is recommended to be on a 7.5"+ wheel but there's nothing physically dangerous or incompatible with putting it on a 7" wheel.

You can fit 285/75/16 tires on 3rd gen Tacoma trd pro wheels. You’ll rub a little if you are on the trails flexing, but for daily driving I never had an issue.

TRD pro wheel offset is +13 which doesn't help with OP's question

    Anything up to 285/75

+13 offset in this case is better than +23, no? but you told that in case of 285/75 i need different offset?

+13 is "better" but those aren't the wheels you have.
