My 2017 Tacoma started blowing tail lights and brake lights etc. Then it wouldn't shiftout of park. Some how after tinkering it would shift. A month later it did it again now. Took it to my local mechanic he said it was the vsc or vtc module and only a Toyota dealership could fix it because it needed to be programmed. Is this true checking before I end up spending to many duckets on this.

We would just be guessing on what is wrong.
It would probably end up costing less to let a dealership or legit shop diagnose and repair the problem, rather than you paying another shop to do what you told them, only to find out your initial shop was wrong. It sounds to me, and I could be wrong, but your local shop is more of a pad-slapper, oil changer, tire replacer guy than an actual technician. Again, I could be wrong, and that is not a dig at him or her, they did pass on the work above their capabilities, so all is well.

GL, I hope it goes well!
If you could, maybe post up what the result was, incase others experience the same problem?
