Just a guess but it looks like someone was sloppy with a rotary polisher.

Could be a few things. To much release agent in mold, or batch wasn't mixed well, before injection into mold.

Do the tiger stripes feel bumpy or smooth? If smooth how about doing a wrap?

I notice that on a lot of vehicles, not just Toyota. I think it’s the way the plastic is made.

it's the flow pattern of the hot plastic from the injection molding process.

only a few ways to deal with it.

    1. get new flares, when they present the same pattern, repeat.

    2. use a product like mothers back to black(almost all major auto wax companies have their own version as well if you're not keen on mothers products), and re-treat the flares every few weeks indefinitely.

2.5. use some shoe polish to attempt to re-dye the plastics to better hide the lines, re-treat every few weeks.

    3. use a product like eastwood's plastic resurfacer for a longer lasting black finish.

    4. spray paint them black with your favorite brand spray paint in matte or flat finish. i personally like rustoleum's matte finish from this product:

    5. deal with it.

it's very common. this is my old ranger. the splotches on the front fender were from a lack of masking off during a buff/polish/wax job, but the tiger stripes are all natural.

before i sold it, i treated all of them with some of the back-to-black for a few weeks which returned the finish, but will fade over time.

The one thing I like better about the Sport models are the painted fender flares. The black plastic always ends up looking bad after some years.
