I think you are mistaken. From what I've read MI is inline with other no fault states.
Your collision policy covers your damage. It is explained here on a MI gov't website. https://www.michigan.gov/-/media/Project/Websites/autoinsurance/PDFs/FIS-PUB_0202a.pdf
My wife was a PIP(personal injury protection/no fault) attorney for years and it very common to assume no fault means no blame. I assumed that until she explained the law and how it works. The system does assign blame when it can and thats who pays for property damage. No fault or PIP covers medical.

Yes - IT SHOULD cover but progressive auto is a scam. I moved 6 days previous to the accident and didn't change my address, i bought the car 7 days before the accident. i only had the policy for a week. i didnt think it was a big deal but they said they recended meaning they are claiming i committed fraud and are sending me a check for the premium

I'm not mistaken. I've been involved in auto damage claims for almost 30 years, in every state. I know that "no fault" does not equal "no blame." MI auto insurance for property damage is unlike any other state. Below is one example.

If they do send you a check for your premium don’t cash it..that will probably open up another can of worms

Not cashing the check won't do anything but prevent him from getting his money back.
