At the moment im rocking 285/70R17 on my 2018 Tacoma TRD Off-road but i want to beef up my tires to 34 in. I have stock suspension no lift, and i dont plan on getting a lift anytime soon. If i were to get wheels with more negative offset then i have now, would i be able to fit 34's? if so, how much offset would i need?

0 is ideal to fit 34's.

So i know jack diddl-y squat about cars/ trucks- 00mm of offset would cause the wheels to stick out more correct? And would i need to cut/file anything if i got 0mm offset wheels

More than what? 0 will stick out more than +30 and less than -12. You currently have aftermarket wheels if running 17's on a OR since they only came with 16's so you would need to know what you have now to know if they will stick out more or less.

    Which 34 are you talking about some reffer a 295/70r17 as a 34 but it's not. A 285/75r17 is more of a true 34.

I'm going to say c4 BMR and high clearence fender kit maybe still some extended bump stops to limit the up travel a touch so it's not eating the inner fender tub. 0 offset wheels will offer best uca clearance with the best scrub radius ratio.

Front and Rear Locked, 35’s, Chevy 63” swap, Fox Suspension and a bunch of other shit too long to list.
-10’s a hammer, welder, jig saw and cranking your cam bolts around might make 34’s fit without a lift.

Then I say revert to my previous comment as everything listed there plus more could be required.
    C4 oversized tire clearance kit
    Extended bump stops
For more poke wheel offset -10 or -25

Be ready to do alot of cutting

Honoslty I may just keep the 33's then. I do plan on doing alot of offroading in montana, colorado, canada, and wyoming so would it be benifiecial to get 34's or should i just keep the 33's

Honestly a stock truck will go further than what most people are willing to try. So a 285/70 will be more than sufficient for 90% of tacoma owners. Your money is better spent in lockers/re gear if your truly invested in off roading

Stay where you are or 35x10.5 Kendas and work on making them fit instead of 34’s.

keep the 33's brother. If you want to increase offroad capabilities the best things to spend your money on would be a front locking diff, an air compressor so when you're done offroad you can air up faster, and some recovery gear for when you get stuck.

I did a few trails that I “shouldn’t” have made it down while in Montana and Wyoming this year. One had a washout that a local told me was impassible. I’m stock height on 265/70r17s with a 9 inch wide wheel. So less than 32”. Go slow and pick a good line and you’ll be fine on a 33 for sure.
