Could 4wd be only disengaging partially?

I noticed last week that it was a pain to get 4wd to disengage. Lots of fwd, reverse, on off, etc etc. Eventually it went off. Had to use it again today, and again it was tough to disengage. However, on the way home, I noticed some strange noises. Some of them sounded like a tooth of a gear slightly dragging. 4wd light is off, but could it be partially still engaged?

I also noticed the vacuum line is off, and I'm in Pinellas County, so there's been lots of flooding the last few days.

Anyone have any clues? I figured I'd make sure the actuator is dry first, but can it be manually put in 2wd to be sure?

Shouldn't be if the 4wd lights are off and not flashing.
Quick easy check, slide under the truck and see if the front driveshaft turns freely.

If it's the hose going to one of the actuators that's a vent hose not a vacuum line, if it's off it doesn't take long for dirt and moisture to get into the actuator and damage or destroy it.
