So one of my straps snapped today. I was able to order them from rock for a fraction of what the dealer wanted. My question is, do I need to use the rubber under the strap and if so, where can I get just that rubber? Unfortunately the OEM rubber snapped too and I can't find just that rubber piece online.

Yes, you need the rubber isolator.

Steel straps against polyethylene (plastic) gas tank isn't going to work. The rubber provides needed isolation & friction protection. Maybe you can improvise something by cutting strips from sheet rubber?

I would bring the fuel tank strap to a bicycle shop and see if a innertube would fit.
No idea how wide the strap is but if you get s big enough diameter innertube you may be able to snip the valve stem section out and just slide the innertube over the strap.

Make sure you paint the straps or you will be doing them again in about a year.
