I get cold air(refrigerated) when heater is on . Coolant temp 184,(normal) turn on heater and blows cold air! Heater valve working, heater core flushed and clean, no leak from heater core, just cold air. A little warmer when vent is on floor heat. Not much better, but a little. It almost seems a/c comes on when heater fan is turned on! Can that be possible?

Might be a blend door actuator

I second that. I've never had this happen on my tacoma, but I had the same problem in an old suburban. Ended up being the HVAC control module not activating the blend door. Listen for it in the dash when you adjust the temperature. If you can't hear it then you could probably investigate further with a multimeter. If it is blowing at AC temperatures (colder than outside) that would be strange and I'm not sure what would cause that.

I've had 2 of them go out on my F150 and had similar symptoms. One was the temp control for the drivers side. I'd have hot air blowing on the passenger side and ice cold on the drivers side. Second one was the panel control so it wouldn't switch from feet to defrost or switch at all.

Just replacing the blend door actuators for those specific functions

Update: I replaced water pump, which appeared original, with new Aisin pump and all is well with heater now. Heater core just wasn’t getting enough flow. What a difference!
