At 8k miles I got the low oil warning. I added a quart and 2k miles later I took it in for the scheduled oil change. It was 1.5 quarts low.

At around 18k miles I got the low oil warning again. Took it in to the dealer and they did consumption test. Drove for 1k miles and took it back in. The tech said it was low, but Toyota told them it was within spec and that was normal for break in period and that break in period is 50K MILES!!!! My service rep thought that was crazy and wasn't satisfied, so they did a second consumption test. Low again but Toyota told them it was normal.

Well 4k miles later I got the low oil warning. I took it right in. This time Toyota asked them to remove the oil pan and check the level sensor. It was good. Then they asked them to pour the oil out and measure it and video record it. Toyota said it was within normal range. I lost 1.2 quarts of oil in roughly 4K miles. According the them .25 quarts consumption every 1k miles is normal. The service rep and tech told me this was insane but it was out of their hands now.

Toyota's solution for my service rep...photo copy the page in the manual that shows how to add oil to the motor and give it to me.

The service rep told me it was out of their hands now, but bring it in when it happens again. Hopefully Toyota will do something about it. If not I should consider replacing the truck because it will probably get worse.

Call corporate and get a case opened. Take it to a different dealer and have them document it again. Be polite to the dealer and corporate as they will be able to help you out. Have them provide documentation supporting what is normal and abnormal for consumption. It sounds like the rings are shot on the pistons.

Hopefully, Toyota Corporate will take care of you. If not, that’s when you tell Toyota any company that leaves machining debris in the block probably would consider oil consumption normal.

Absolutely not normal. I have a 2018 and have done 90% of the oil changes over 100k miles. Never once has the oil been low nor is it normal for these trucks to burn oil. Christ, this isn't a 1940s Buick. Dealership is blowing smoke up your keister.

Here is one more thing (50% joking and 50% serious).

If Toyota told you your Significant Other has STDs and that is normal would that make you feel good about it?

Not Toyota related but a 2017 Honda does have acceptable oil consumption...in writing...so although it isn't ideal, there is acceptable oil consumption in modern engines.

Keep everything in writing if you can, communicate by email where possible. Be polite but firm and escalate. This is absolutely not normal, dont let them ignore you.

If you decide to keep your truck, and oil consumption is not fixed, I would get the Toyota's Platinum extended warranty.

My 2019 does not use enough oil over an oil change period (5-6K miles) to be able to tell any has been used. It's also barely turned golden. If you are using that much, there is a problem. It could be a PCV problem, but it might be more serious like a collapsed piston ring, leaking intake, bad valve guide and/or seal.
If Toyota isn't taking it seriously and attempting to diagnose, you might start with some basics to help bring them to the table. Pull your plugs and see if you have a dirty cylinder. If you find a dirty/oily plug, borrow an inspection camera from Autozone, et. al., and get a look in there. If you have a gunked piston, you're sucking in oil somewhere. Is your oil getting dirty faster than it should? Any bluish smoke or an oil smell to the exhaust? Knock under acceleration or load? If the truck is allowed to burn oil long enough it will kill the catalytic.
Sometimes the dealer needs a little convincing. They shouldn't, but they do.

SOME oil consumption is normal. OP's seems a little much, as erryone else stated, reach out to Toyota, professionally, be persistent, some good will come of it....

    Yeah.
Google results on this are insane and all over the place. One quart per 1000 miles, one quart per 5000 miles, 3 deciliters per 1000 km.

If the first is true, we'd be empty of oil before the recommended change interval. Is there anything in the manual stating what they consider acceptable?

I doubt a truck that new is burning or leaking that much oil. Is there a puddle on the ground and/or blue exhaust coming out the tailpipe?

I’m guessing it wasn’t filled correctly. Who filled it? If it was someone else, did you check the level immediately afterwards?

My company 2006 (I think, right around that year) F150 had an oil consumption problem and it was a nightmare. They pulled the same shit, we had to keep going back for drain and fill tests. Of course it got worse,, and was thennnnn, you guessed it "out of warranty".
I would have them change the oil so it's documented, and tell them not to take offense, but you want to be there for it, and make sure it's exact. I would also extend the warranty if you plan on keeping it. Hopefully it doesn't get worse.

Toyota's consumption limit is actually 1.0 qt. Yours is 1/4th of the limit. Been that way since at least the late 2000s with the 2AZ-FE which was notorious for oil consumption. Either trade it in or keep driving and adding oil. At some point the catalytic converters will be burned up and you can get them replaced on Toyota's dime if it's within 8yr/80k. Congrats, you've been upgraded to the BMW ownership experience.

Toyota engines like the 2AZ-FE in RAV4s were burning oil years before Stellantis and even FCA came into existence. If anything you should compare this to German luxury brands like Audi and BMW. BMW even sells a genuine accessory pouch so owners can keep a bottle of oil in the trunk to top up when they refuel:

There's a section in the manual for "gas station information". They expect you to check the oil level every time you refuel and add oil as required (yeah right).

Ignorance is bliss. Toyota reliability is no more and has been going downhill since the late 2010s. They're just not in that business anymore at all (none of the auto makers are either, actually).
They make auto equivalents of the disposable camera today. And all because consumers stopped giving a shit. It's kind of our fault for letting that happen.

Producing vehicles today is about short-term value to shareholders and nothing else. They are built to be as disposable any other cheaply made home appliance.

Folks buying Toyotas in 2024 as their "forever" vehicle will be in for a bad time.

Today’s Toyota is not your father’s Toyota, their quality is slipping due to cost cutting measures just as quickly as other manufacturers but because they are one of the largest automakers they are blind to the long term effects. They should open their eyes and take a hard look at Nissan who is starting into the abyss when they should be near the top of the list of Japanese companies.
