Totally understandable. Lived in a similar place once. Had to ration water from 11-2 every day so the city could fill reservoirs on elevated districts.

I had a water pressure issue at the last house I sold. They built a bunch of new tract homes a few blocks down and our pressure dropped to less than half. The city came out and tried to say it was the pressure regulator on the side of the house until they tested the fire hydrant on the street. (No water pressure on that hydrant). I told them so.

 

Aww, at least he's got a warm spot for the time being. I'd take him off your hands if you were nearby. I've been considering seeing how well Jean Luc would tolerate fostering and I think he'd make a pretty decent cat bro.

There are two outdoor cats that hang around here… Oreo and Socks.
Oreo is black with white paws/ face, etc. Socks has one white one black leg/paw and white throat.
