Why does the PCV valve hose clamp not go over the outer hose layer?

    2010 Tacoma 4L V6
    I noticed that the clamp does not go over all of the PCV hose (the end that goes into the intake manifold). I was curious as to why that is the case. I have looked up other videos of it and all of them look the same.

    That's just a rubber sleeve to protect the hose against abrasion.
